Provincial Highway 8

Construction control of The Fourth Maintenance Office of the Directorate General of Highways, MOTC, has changed due to a large-scale landslide blockage of the 159 km + 300 m (Daqingshui Tunnel) on Provincial Highway 9. The changes are as follows:

(1) The slope protection project at 155 km+680 m (Xibao Road Section) of the Provincial Highway 8 is suspended.

(2) The side slope construction project at 162K+200 m (Xibao Road Section) of Provincial Highway 8 is suspended.

(3) The side slope construction project at 171 km + 260 m (Cimu Bridge section) of Provincial Highway 8 is suspended.

(4) Originally four passage times daily, the traffic control for emergency repair work, such as slope stabilization protection and roadbed reinforcement on Provincial Highway 8 at 117 km + 400 m highway marker (Guanyuan Road Section), has changed to open for traffic from 7 am to 5 pm. Please note that after 5 pm, the road section will close until the following morning at 7 am.

 

**Take an alternative route. Bond for North Taiwan to Taipei or Luodong or Yilan

Take Provincial Highway 9 from Xincheng, Hualien County – Provincial Highway 8 – Taroko - Dayuling – Lishan – change to Provincial Highway 7A – Luodong (Yilan County) – Freeway 5 - Nangang System Interchange Taipei.

Time required: about 5-6 hrs (Xincheng, Hualien County – Luodong, Yilan County)

Provincial Highway 9 Road Closure information for January 12-15, 2023

Road Closed due to a severe landslide blocking the road at 159.3 km.

 

A landslide occurred at the south entrance of 159 km + 300 m (Daqingshui Tunnel) on Provincial Highway 9 yesterday (January 11, 2023) at 11:55 pm. The rockslide's volume is estimated to be about 1200 cubic meters. It was determined that the upper slope above the tunnel collapsed from a height of more than 30 meters because of the loosening from previous earthquakes and the impact of rainfall. The impact momentum exceeded the tolerance of the tunnel, resulting in a serious crushing of about 25 meters long. The width of this road section is 8.5 meters, the height of landslides is 5 meters, and the length is 25 meters. The limited working space and the need for crushers to crush boulders have made emergency rescue operations difficult. Although emergency repairs have been made on both the north and south working spots, the preliminary estimate will take about four working days. The road will reopen at 5 pm on January 15, 2023 (day and night emergency repair).

 

According to the SOP for road closures in eastern Taiwan, railway transportation has been started. The local trains for Yilan-Hualien will be increased depending on the volume of passengers. The mechanism for the northward transportation of vegetables and fruits has been activated; the sea transportation has also been contacted with the Maritime Port Bureau. MOTC, and is currently planning and preparing. The long-term plan "Suhua Road Safety Improvement" intends to speed up the work of a 9.5-kilometer-long tunnel on this section of the road. The comprehensive planning has been completed and is under review by the Ministry of Environmental Protection. The environmental impact assessment is scheduled to be reported to the Environmental Protection Agency by the end of the year. In the follow-up period at the disaster point, the slope surface will have nets hung, cement and rock bolts will be installed, and supplemented by guard rails. The mid-term stages will consult experts and scholars about the tunnel structure to strengthen its tolerance. The Directorate General of Highways appeals to road users that after typhoons and earthquakes, the soil and rocks in mountainous areas are loose, and landslides are prone to occur. Particular attention should be paid when driving on mountainous roads. The Directorate General of Highways wishes everyone safe driving!
