Provincial Highway 8 and 9 Info

Information about Taiwan Provincial Highway 8, also known as the Central Cross-Island Highway.

"From April 8th, the section of Taiwan Provincial Highway 8, from 114.6 km to 184.5km (Hehuan Police Station to Taroko entrance) will implement initial post-disaster traffic control measures. Following the strong earthquake on April 3rd, which caused severe damage to the eastern section of Provincial Highway 8, multiple locations along the route urgently need reconstruction. Starting from the 8th until April 30th, the Eastern Region Branch Office Highway Bureau will conduct initial post-disaster road and slope inspection and emergency repair construction work from 114.6 km (Hehuan Police Station) to 184.5 km (Taroko entrance). Traffic control measures will be implemented during construction work, with controlled passage allowed daily from 8:00 am to 9:00 am, 12:00 pm to 1:00pm and from 4:00 pm to 5:00 pm. After 5:00 pm, only outbound traffic will be allowed, and the road will be completely closed at 8:00 pm. Additionally, in case of necessary emergency repair work due to localized disaster points within the repaired road section, flexible control measures will be implemented. Road users are requested to cooperate with traffic control personnel’s instructions.

For the section of Taiwan Provincial Highway 8, from 110 km to 184.5 (from Dayuling to Taroko entrance), there are no additional restrictions on vehicle types or loads. Road users are reminded that vehicles traveling on the eastern section of the Central Cross-Island Highway should not exceed a height of 3.8 meters, a weight of 22 tons, or a total length of 12.2 meters. Additionally, from 110 km to 159.5 km (from Dayuling to Xibao), type A large passenger vehicles are prohibited. Road users are advised to pay attention to vehicle prohibitions and restrictions when traveling on the eastern section of Provincial Highway 8.

At present, the Taiwan provincial highway 8 has been opened, after inquiring the Eastern Region Branch Office Highway Bureau- Taroko Maintenance Works Section, said the 0403 earthquake caused by the eastern section of the Provincial Highway 8 was seriously damaged, a number of disasters urgently need to be repair, the highway from the east entrance from Taroko (184.5 km) to the Xibao (159.5 km) Highway can be accessed, but the railings and the road pavement has not been completed repairs and the need to be in accordance with the announcement of the Highway Bureau of the passage time.


Due to more than 1100 aftershocks, there is still a danger of falling rocks and damaged road surface and railings have not yet been repaired on the Taiwan Provincial highway 8. It is very dangerous to drive (or cycle) through this portion of highway after quake and heavy rains. Please do NOT enter from the east Taroko entrance, from Taroko (184.5 km) via Tianxiang (167.7 km) to  Xibao (159.5 km) road section, the most seriously damaged  road section by 0403 earthquake. All trails between Taroko to Tianxiang road section within Taroko Gorge (including Zhuilu Old Road, Xiaozhuilu, Shakadang, Buluowan suspenion bridge, Swllow Grotto (Yanzikou) trail, Tunnel of Nine Turns (Jiuqudong), Lushui, and Baiyang and Lushui - Wenshan trails, ete.) are are severely damaged by 0403 earthquake. It will take longer time to repair. Trails at the Mt. Hehuan areas are reopen on April 12 and 16th, 2024. Please consult our website News announement for details.   
  
We would advise that you take the Taiwan Provincial Highway 14A from Puli, Nantou county from West Taiwan, and drive or cycle to Wuling. Please avoid entering from east Taiwan from Taroko to Wuling pass. Please re-scheduled your itinerary to visit areas in Taiwan that were not affected by the quake, such as Hehuan Mountain area (currently Yushan Rhododendron season), Sun Moon Lake and Alishan, as well as other scenic attractions in Taiwan.

Provincial Highway No. 9, also known as the Su-Hua Highway.

“On April 3rd, the strong earthquake caused damage to the Su-Hua Highway, Provincial Highway No. 9. The road was blocked at 15.6 km near the Xiaqingshui Bridge. The Maintenance Engineering Division of the Eastern District, Nan'ao Engineering Section, has been actively repairing the steel bridge. As of today (April 6th) at 6:00 pm, the road is open to single-lane, two-way traffic for small vehicles (with a weight limit of 5 tons).

On April 6th, both northbound and southbound vehicles at Xiaqingshui Bridge were allowed passage. The route from Su'ao was open for southbound traffic at 5:00 pm and from Chongde at 5:50 pm for northbound traffic. Traffic conditions on the steel bridge at Xia Qingshui Bridge were good, and vehicles followed on-site instructions. After all vehicles passed, precautionary nighttime closures were implemented.

Currently, from 158 km to 165 km (from Daqingshui to Chongde), several slopes need to be brushed and protected, and road surface repairs, capacity adjustments, and ditch cleaning are ongoing. For safety reasons, there are timed controls for initial traffic opening in this section, from April 7th to April 30th. Control starts on the northern end of Provincial Highway 9 at the Renshui Tunnel entrance (154.7 km) and ends at the Chongde control station (166.7 km). Vehicles are allowed to pass during three time slots each day: 6:00 am to 8:00 am, 12:00 pm to 1:00 pm, and 5:00 pm to 7:00 pm, with nighttime precautionary closures. Traffic on the Xia Qingshui Bridge section is single-lane, two-way, controlled by traffic lights, with control points at the southern end of the Renshui Tunnel (158.2 km) and inside the Daqingshui Tunnel (158.6 km). Emergency lighting and nighttime warning facilities have been added. Drivers are advised to drive carefully and follow traffic lights.

Additionally, the slope at 67.3 km of Provincial Highway 9d remains unstable with continuous rockfall. To ensure road user safety, the section from 65.2 km to 68.8 km (from Horenn to Daqingshui) has been opened to single-lane traffic. Due to the high frequency of rockfalls, vehicles are advised to use the Renshui Tunnel (passable for small vehicles).

Subsequent work on the Xia Qingshui Bridge will involve mid-term safety improvements (optimization of emergency access roads), estimated to be completed by the end of May for the resumption of large vehicle traffic. Bridge reconstruction is expected to be completed by the end of this year.”
