The Provincial Highway 14A (14 Jia) from Cuifeng – Mt. Hehuan Tourist Service Center - Dayuling section is narrow and prone to traffic congestion. There is an influx of vehicles during the Yushan Rhododendron season at Hehuan Mountain. Traffic control measures will be implemented in order to maintain the safety and smoothness of traffic flow during the Rhododendron blossom season in the Hehuan Mountain area. The Second Maintenance Office of the Directorate General of Highways, MOTC invited relevant agencies (units) to hold the "Mt. Hehuan Rhododendron Season Traffic Dispatching Strategy Meeting on Provincial Highway 14A (14 Jia) " on November 10, 2021. The "High Loading" and "Traffic Flow Control" measures were submitted to the Nantou County and Hualien County Road Traffic Safety Joint Reports for consideration and approval on March 24, 2022, and March 28, 2022, respectively.
On April 12, 2022, the Second Maintenance Office of the Directorate General of Highways, MOTC invited relevant units to discuss the Mountain Hehuan Rhododendron season, from April 16, 2022, to June 19, 2022. The traffic control measures will depend on the actual blossom season and be altered accordingly.
The high load control and traffic flow control measures during the blossom season are as follows:
1. Control time: 6-11 am on holidays.
2. Control areas:
(1) West Control Point: 18 km (Cuifeng) control point on Provincial Highway 14A (14 Jia).
(2) East Control Point: The intersection at 41 km (Dayuling) on Provincial Highway 14A (14 Jia) and at 110 km (Dayuling) on Provincial Highway 8.
3. High Load control: Cars with more than three people are permitted for access, public buses, and Class B buses (Midsize Bus) are not restricted.
4. Traffic flow control: 20 vehicles will be released every 10 minutes depending on the congestion situation in the high loading control section.
During the high load control period, trucks and cars with less than three people are prohibited access. Large motorcycles and scooters are permitted. In addition, people who visit the area during rhododendron blossom season are reminded that they should queue properly at the control points. Any illegal passing will be penalized.
Hehuan Mountain area is over 3000 meters, and tourists are reminded to prepare appropriate clothing and supplies. It is also recommended to evaluate your physical health prior to your journey. In addition, the road is narrow and winding, and the parking space is limited. Be sure to check your vehicle and road conditions before your trip.
