Traffic control measures will resume along various construction sections on Provincial Highway 8.
Since Typhoon Doksuri in 2023, Dayuling to Taroko's east entrance(110+200 km to 184+500 km) has experienced five typhoons, resulting in 21 disaster sites. The Eastern Region Branch Office Highway Bureau, MOTC (Taroko Works Division) maintains road safety and has completed repairs at 16 disaster sites. The remaining five disaster site projects are in the final stages of reconstruction. The resilience and safety of the highway embankments and slopes have been significantly improved. Considering the traffic and tourism demands during the Chinese New Year holiday, traffic controls are suspended at various construction sites from 3:00 PM on February 7th to February 25th. During this period, besides daily patrols along the highway, personnel will monitor each disaster site to ensure the safety of road users.
From February 1st to 7th and from February 26th to 29th, the construction traffic control measures for the five disaster repair zones along Highway 8, from Dayuling to Taroko (110+200 km to 184+500 km), are as follows:
1. Construction projects at 117.4 km (Guanyuan) on Provincial Highway 8: To enable the public to pass through these two sections at once, the controlled area will be adjusted from 114.6 km (Huahan Police Station) to 120.6 km (East Entrance of Jinma Tunnel). Traffic control will be implemented daily from 8:00 am to 5:00 pm, with four scheduled release periods (10:00 am to 10:10 am, 12:00 pm to 1:00 pm, 3:00 pm to 3:10 pm. There is no traffic control during the night from 5:00 pm until 8:00 am the following day. In addition, from February 26, 2024, the control time is adjusted to 8 a.m. to 5 p.m. every day, with a single direction release on the hour (every hourly 10-minute passage on the hour). Please follow the on-site personnel instructions. No traffic control during the night.
2. Construction projects at 178 + 600 km ~ 179 + 800 km (Xipan Dam to Baisha 2nd Bridge), from February 1, 2024, to 7, 2024, the traffic control time is from 8:30 am to 5 pm daily, released five times (10 am, 11:30 am to 12:30 noon, 2 pm, 3:30 pm and 5 pm.), no control at night and on the weekend (February 3 to 4, 2024 ). The work area will adopt flexible control; in addition, starting from February 26-29, the construction of the lower slope retaining wall will be carried out in the disaster site work area. The control time will be adjusted to 8:30 am to 5:00 pm daily. In principle, open for one direction of traffic at a time. No traffic control during the night. Vehicles will be subject to flexible control when necessary but will not be controlled at night. There is no traffic control from 3:00 pm on February 7, 2024, to February 25, 2024.
3. Construction at 156 + 650 km (Wenshan section), traffic control is scheduled daily from 8:00 am to 5:00 pm, with flexible control measures from February 1-7, 2024, and February 26- 29th. There is no traffic control at night.
4. Construction at 180 + 500 km (near Ning'an Bridge) and 183 + 150 km (near Changchun Bridge); the traffic control hours will be from 8:30 am to 5 pm daily starting from February 26, 2024, with flexible control measures. There will be no control at night.
During the construction period of the disaster mentioned above, repair or reconstruction projects, in case of emergencies such as continuous rockfall, heavy rainfall, earthquakes, etc., the possibility of emergency road closures to ensure the safety of people and vehicles cannot be ruled out. Road users passing through the construction sections are kindly requested to cooperate with on-site traffic management measures, patiently wait, or proceed cautiously.

Road Open/Construction Traffic Control
Provincial Highway 9 & 9D (9 Ding) Road Construction Traffic Control for February 2024
The Eastern Region Branch Office Highway Bureau, MOTC (Nan'ao Works Section and Jinyue Works Section), maintains road safety on Provincial Highway 9 and 9D.
Construction Work on Provincial Highway 9 and 9D will be the following:
1. Provincial Highway 9 at 154.15 km Zhongren Tunnel (Northbound Tunnel) will implement traffic controls from January 2 to February 2. During this period, road closure control will be implemented at night (6 pm to 9 pm)
Control Period: January 2, 2024 and February 2, 2024
(1)Control Time: 9:00 am to 5:00 pm- Everyday
(2)Control Time: 6:00 pm to 9:00 pm- Every Tuesday, Wednesday, and Thursday.
(3)The southern end control point is the Kanan Bridge traffic signal (154 +150 km). During the control period, road users are advised to take Provincial Highway 9D (Old Suhua Highway) instead.
2. Provincial Highway 9 at Renshui Tunnel will implement traffic control from February 6 to February 7, 2024, for traffic control equipment maintenance work.
Traffic Control Time: 20:00 February 6 - 2:00 am February 7, 2024 (night control)
Control Period: February 6, 2024 – February 7, 2024
Road closure for both north and southbound lanes. Road users are advised to cooperate with the on-site personnel to divert the traffic and use the Provincial Highway 9D.
3. Provincial Highway 9 at 144.7 km (Heping Weighing Scale Station) will be under road renovation and construction traffic control from January 29 to February 6, 2024. The Heping Weighing Scale Station is under construction control for rigid road renovation. The weigh scale station lane will be closed from January 29, 2024, to February 6, 2024. General lanes will remain open. Road users are required to cooperate with the on-site personnel instruction.
4. Provincial Highway 9 at 117 +400 km Dong’ao to Nan’ao section will conduct the upper slope repair construction and implement flexible traffic control measures.
Control Period: January 30, 2024 & February 1, 2024
Control Time: 8 am – 5 pm
Passage: flexible traffic control measure
Road users are required to cooperate with the on-site personnel instruction.
5. Provincial Highway 9D at 63 +400 ~+683km (Heren Tunnel) for Taipower Pipeline Construction Traffic Control
Control Period: January 30 to February 1, 2024
Control Time: 18:00 to 24:00
Flexible traffic control is adopted outside the tunnel during the control period.
Road users are required to cooperate with the on-site personnel instruction.
