遊客擴增對太魯閣國家公園區內與附近地區交通之影響與因應分析規劃
摘  要

 

蘇花改工程即將完工,通車後帶來更大量的車潮,因此本研究分析交通流量變化找出交通瓶頸點,提出改善對策。研究方法採用現地遊客問卷調查,調查對象為到訪太魯閣之現地遊客,調查地點為台九線匯德遊憩區、台八線遊客中心、砂卡礑、長春祠、燕子口與天祥等據點。問卷內容包含受訪者基本特性、遊程、新據點與收費對到訪意願之影響以及蘇花改通車後之遊玩及轉乘意願等。問卷總共回收413份,由調查結果得知受訪者到訪各據點之尖峰時段比例、新據點布洛灣吊橋與燕子口之收費對受訪者選擇造訪比例之改變以及蘇花改計畫完工後交通行為及搭乘接駁車意願,並透過遊程分析結果計算出各路段交通服務水準及交通瓶頸處,最後提出交通移轉分析之建議。
The Impact of Increasing Visitors to Taroko National Park Traffic and Its Improvement Strategies
ABSTRACT
The completion of the Suhua Highway Improvement Project will lead to a larger amount of traffic and crowds. Therefore, the aims of this study were to identify the traffic bottlenecks by analyzing the trafiic flows on different sections and to provide the countermeasure for the problems followed by traffic congestion. An on-site visitor questionnaire was conducted. The visitors to Taroko National Park were taken as respondents. The Huide Recreation Area on Taiwan Freeway No. 8 and Taroko visitor center, Shakadang, Changchun Shrine, Yanzikou and Tianxiang along Taiwan Freeway No. 9 were included as survey sites. The respondents’ characteristics, tour routes, willingness to visit on the conditions of a new scenic spot or fee charges, and willingness to visit the park and to transfer the shuttle buses after the completion of the Suhua Highway Improvement Project were included in the questionnaire. A total of 413 questionnaires were collected. The peak hours of different scenic spots, the visiting rates on the conditions of fee charges at Shan-Yue Suspension Bridge or Yanzikou, and the traffic behaviors and transfer the shuttle buses after the project were obtained by the survey. The levels of service on different sections and bottlenecks were calculated by the results of tour route analyses, and a suggestion of traffic displacement was finally provided.
