Dayuling – Taroko Entrance Traffic Control Measures for October 2026

Following the April 3, 2024 earthquake, the Taroko Maintenance Section of the Eastern Region Branch, Highway Bureau, has continued emergency repair and reconstruction works. To balance the progress of road repair and reconstruction with the transportation needs of local industries and road users, representatives of residents from the Greater Tianxiang area, industry associations, businesses, relevant government agencies, and civil/geotechnical engineering consultants familiar with the Central Cross-Island Highway are invited to meet in the latter part of each month to jointly discuss traffic control measures for the following month.

Following the meeting held on September 23, the traffic control measures for October 2026 are as follows:

1. Guanyuan – Tianxiang

Provincial Highway 8 (114.6 km – 167.1 km)

(1) Traffic Opening Hours
Two-way traffic is permitted daily from 06:30 to 16:30.

Traffic Control Points:

West End: In front of the Guanyuan Hehuan Police Station at 114.6 km
East End: Tianxiang at 167.1 km

(2) Road Clearance Period
16:30–18:30 daily.

No vehicles may enter the controlled section. Vehicles already inside the section may exit only.

(3) Nighttime Closure
18:30–06:30 the following day.

The road is closed nightly.

(4) Construction Control Sections

At 112.6 km (Guanyuan Section) and 140 km and 140.280 km (Xinbaiyang Section), traffic will generally be released once every hour, coordinated with the arrival of the main traffic flow from the five scheduled traffic release periods at the Tianxiang end.
At 157.7 km (Horan Pavilion Section), traffic will be released in coordination with the five scheduled traffic release periods at the Tianxiang end:

09:45–10:30
12:00–13:00
14:45–15:30
17:00–18:00
2. Tianxiang – Taroko Entrance

Provincial Highway 8 (167.7 km – 184.5 km)

(1) Traffic Opening Hours
Two-way traffic is permitted during five scheduled traffic release periods between 06:30 and 18:00:

06:30–08:00
10:00–10:05
12:00–13:00
15:00–15:05
17:00–18:00

Traffic Control Points:

West End: West side of Lushui Shuiwen Bridge at 169.5 km
East End: East portal of Shakadang Tunnel

(2) Road Clearance Period
18:00–18:30 daily.

No vehicles may enter the controlled section. Vehicles already inside the section may exit only.

(3) Nighttime Closure
18:30–06:30 the following day.

Traffic Control Points:

West End: Tianxiang at 167.7 km
East End: East portal of Shakadang Tunnel and Taroko Entrance at 184.5 km

(4) Construction Control Sections

At the five construction zones at 172.2 km (west portal of Jiuqudong Tunnel), 173.5 km (east portal of Jiuqudong Tunnel), 174.9 km (east portal of Zhuilu Tunnel), 175.5 km (west portal of Jinheng Tunnel), and 180.5 km (west end of Ning'an Bridge), traffic will be released five times in coordination with the scheduled traffic release periods between Tianxiang and Taroko Entrance, or temporary traffic control will be implemented depending on construction conditions.
During each scheduled traffic release period, the construction zones before and after the controlled sections will coordinate with one another. As a general principle, all vehicles that have arrived and are waiting at both ends of the construction zones before the scheduled release will be allowed to pass through before construction traffic control resumes.

(5) Traffic Diversion

The section between Taroko Entrance and Changchun Tunnel continues to operate under traffic diversion measures:

Westbound (Taroko → Tianxiang):
Shakadang Tunnel (Taroko National Park Headquarters) → Xila'an Tunnel → Changchun Tunnel (Provincial Highway 8) → Tianxiang
Eastbound (Tianxiang → Taroko):
Provincial Highway 8 → Changchun Tunnel → Taroko Entrance
3. Other Temporary or Mobile Construction Areas

Other temporary or mobile construction works, such as asphalt pavement milling and resurfacing, will be scheduled in coordination with nearby construction zones and the traffic release periods at Guanyuan, Tianxiang, and Taroko Entrance.

To minimize impacts on road users, short-duration traffic controls may be implemented as needed, or separate traffic control measures will be announced.

4. Adjusted Traffic Control Measures for the Double Tenth Day Holiday

To meet increased transportation demand during the Double Tenth Day long weekend, traffic control measures will be adjusted from October 9 (Friday) through October 11 (Sunday), 2026, as follows:

(1) Guanyuan – Tianxiang
Provincial Highway 8 (114.6 km – 167.1 km)

Traffic Opening Hours: Two-way traffic is permitted daily from 06:30 to 16:30.
Road Clearance Period: 16:30–18:00 daily. No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
Nighttime Closure: 18:30–06:30 the following day.

(2) Tianxiang – Taroko Entrance
Provincial Highway 8 (167.1 km – 184.5 km)

Traffic Opening Hours: Two-way traffic is permitted daily from 06:30 to 18:00.
Road Clearance Period: 18:00–18:30 daily. No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
Nighttime Closure: 18:30–06:30 the following day.

(3) Regular traffic control measures will resume starting October 12 (Monday).

5. Adjusted Traffic Control Measures for the Taiwan Retrocession Day Holiday

To meet increased transportation demand during the Taiwan Retrocession Day long weekend, traffic control measures will be adjusted from October 24 (Saturday) through October 26 (Monday), 2026, as follows:

(1) Guanyuan – Tianxiang
Provincial Highway 8 (114.6 km – 167.1 km)

Traffic Opening Hours: Two-way traffic is permitted daily from 06:30 to 16:30.
Road Clearance Period: 16:30–18:00 daily. No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
Nighttime Closure: 18:30–06:30 the following day.

(2) Tianxiang – Taroko Entrance
Provincial Highway 8 (167.1 km – 184.5 km)

Traffic Opening Hours: Two-way traffic is permitted daily from 06:30 to 18:00.
Road Clearance Period: 18:00–18:30 daily. No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
Nighttime Closure: 18:30–06:30 the following day.

(3) Regular traffic control measures will resume starting October 27 (Tuesday).

Travel Advisory

The Taroko Maintenance Section particularly reminds motorists traveling between Dayuling and Taroko Entrance (approximately 74 km) to plan their journeys carefully according to the traffic control schedule.

Eastbound (Dayuling → Taroko):
Drivers are advised to arrive at Tianxiang no later than 17:00 in order to catch the final traffic release period from 17:00 to 18:00 at Tianxiang.

Westbound (Taroko → Dayuling):
Drivers are advised to pass through the traffic control station at the east portal of Shakadang Tunnel by 15:00 to avoid being unable to pass the Guanyuan control point before the nighttime road closure at 18:00.

The eastern section of the Central Cross-Island Highway (Provincial Highway 8) continues to undergo emergency repair and reconstruction works for slopes, roadbeds, and pavement damaged by the earthquake and typhoons.

Traffic release periods may be delayed or cancelled due to adverse weather conditions or unexpected incidents. Motorists are advised to plan their journeys carefully and make contingency arrangements. Please monitor weather forecasts and the latest road traffic control and road accessibility information.

Provincial Highway 14A (24 km–32 km, Yuanfeng–Mt. Hehuan Visitor Center): Road Maintenance Works

Road maintenance works, including pavement leveling and invasive plant removal, will be carried out across all lanes on the Provincial Highway 14A section between 24 km and 32 km, from Yuanfeng to the Mt. Hehuan Visitor Center.
The works will be conducted daily from 08:00 to 17:00, from September 21 to October 15, 2026. Traffic will be subject to mobile traffic control. No work will be conducted on weekends or national holidays.
 
Road users are advised to slow down, wait patiently, and follow the instructions of traffic control personnel. The Highway Bureau reminds road users traveling through the above-mentioned section to pay close attention to roadside variable message signs. The Traffic Control Center of the Central Region Branch will provide updates on traffic conditions and driving recommendations as necessary.

Su-Hua Highway (Provincial Highway 9) Construction Traffic Control Information


1. Provincial Highway 9 Su-Hua Improvement Project — Su’ao to Dong'ao End

From 9:00 on September 30 to 01:00 the following day, the northbound lane will be closed. Please detour via Provincial Highway 9D.
From 21:00 on October 19 to 06:00 the following day, the northbound lane will be closed. From 21:00 on October 20 to 06:00 the following day, the southbound lane will be closed. Please detour via Provincial Highway 9D.

2. Provincial Highway 9D, 9km+400 (Jiugongli Section)
Cross-drainage culvert and pavement improvement works

From September 10 to November 30, daily from 8:00 to 17:00, one-way alternating traffic control will be implemented.

3. Provincial Highway 9, 113km+500–123km+400 (Dong'ao–Nan’ao Section)
Steel beam transportation for the Matai'an River Bridge reconstruction project

From September 29 to October 6, daily from 23:20 to 01:30 the following day.

At 23:20, the northbound lane will be closed (control points: 123km+400 and 121km+800).

From 23:30 to 00:20, the entire road section will be closed. Traffic control and opening times may be adjusted depending on the arrival time of the vehicles at the road section. (Including holidays.)

4. Provincial Highway 9, 116km+100 (Dong'ao Section)
Slope trimming works

From September 14 to September 30, daily from 9:00 to 17:00, traffic will be subject to mobile control.

5. Provincial Highway 9, 120km+700 (Nan’ao Section)
Slope construction works

From September 21 to September 23 and from September 29 to October 2, daily from 8:00 to 17:00, one-way alternating traffic control will be implemented.

6. Provincial Highway 9D, 39km+800 (Guanyin Section) Drainage culvert installation works

From September 29 to October 30, daily from 8:00 to 17:00, traffic will be subject to mobile control.

7. Provincial Highway 9D, 44km+300–44km+900 (Guanyin Section)
Undergrounding of Taipower utility poles

From September 18 to October 30, daily from 9:00 to 17:00, one-way alternating traffic control will be implemented.

8. Provincial Highway 9 Su-Hua Improvement Project — Heping to Heren End

From 21:00 on October 5 to 06:00 the following day, the northbound lane will be closed.

From October 6 to October 7, daily from 21:00 to 06:00 the following day, the southbound lane will be closed.

Please detour via Provincial Highway 9D.

9. Provincial Highway 9D, 60km+316–61km+156 (Heping Tunnel) Tunnel lighting maintenance

From September 29 to October 7, daily from 20:00 to 05:00 the following day, one-way alternating traffic will be implemented.

10. Provincial Highway 9D, 61km+200–61km+550
(Heping Section)
Slope trimming works

From September 10 to October 7, daily from 8:00 to 17:00, one-way alternating traffic control will be implemented.

However, two-way road closures may be implemented depending on on-site conditions and construction needs.

11. Provincial Highway 9 Su-Hua Improvement Project — Heren to Daqingshui End

On October 7, the southbound lane will be closed from 9:00 to 12:00, and the northbound lane will be closed from 12:00 to 15:00.

One-way road closure control will be implemented, with one-way alternating traffic.

12. Provincial Highway 9, 154km+700–165km+700 (Heren–Chongde Section)
Steel beam transportation for the Matai'an River Bridge reconstruction project

From September 29 to October 6, daily from 23:20 to 01:30 the following day.

At 23:20, the northbound lane will be closed (control points: 123km+400 and 121km+800).

From 23:30 to 00:20, the entire road section will be closed. Traffic control and opening times may be adjusted depending on the arrival time of the vehicles at the road section. (Including holidays.)

13. Provincial Highway 9, 159km+400 (Daqingshui Tunnel Section)
Daqingshui Tunnel Reconstruction Works

From September 1 to September 30, daily from 8:00 to 17:00, one-way alternating traffic control will be implemented.

Two-way road closures may be implemented depending on on-site work conditions, with each closure lasting approximately 30 minutes.

Mountain Road Safety Reminder

Mountain roads have been affected by earthquakes and are prone to falling rocks. During heavy rain or prolonged rainfall, road conditions can be difficult to predict. Please avoid entering mountain roads after disasters unless necessary, and always pay attention to weather information and road access conditions.
