Traffic Control Measures for the Eastern Section of the Central Cross-Island Highway (Provincial Highway 8) (Dayuling–Taroko) – September 2026
Following the April 3, 2024 earthquake, the Taroko Maintenance Office of the Eastern Region Branch, Highway Bureau, has continued emergency repair and reconstruction works while taking into consideration the transportation needs of local industries and road users. Every month, representatives of residents from the Greater Tianxiang area, industry associations, businesses, government agencies, and geotechnical engineering consultants familiar with the Central Cross-Island Highway are invited to jointly discuss and establish traffic control measures for the following month.
Following the meeting held on August 27, 2026, the traffic control measures for September 2026 are as follows:
1. Guanyuan – Tianxiang
Provincial Highway 8 (114.6 km – 167.1 km)
(1) Traffic Opening Hours
Two-way traffic is permitted daily from 06:30 to 16:30.
Traffic Control Points:
West End: Guanyuan, in front of Hehuan Police Station (114.6 km)
East End: Tianxiang (167.1 km)
(2) Road Clearance Period
16:30–18:30 daily
No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
(3) Nighttime Closure
18:30–06:30 the following day
The road is closed nightly.
(4) Construction Control Sections
At 112.6 km (Dayuling Section) and 116.5 km (Guanyuan Section), traffic will generally be released once every hour.
At 147 km (Hualu Creek Section) and 157.7 km (Horan Pavilion Section), traffic control will be coordinated with the five scheduled traffic release periods at the Tianxiang end, as far as possible, to minimize waiting time for road users.
2. Tianxiang – Taroko Entrance
Provincial Highway 8 (167.7 km – 184.5 km)
(1) Traffic Opening Hours
Two-way traffic is permitted during five scheduled traffic release periods between 06:30 and 18:00:
06:30–08:00
10:00–10:05
12:00–13:00
15:00–15:05
17:00–18:00
Traffic Control Points:
West End: West side of Lushui Shuiwen Bridge (169.5 km)
East End: East portal of Shakadang Tunnel
(2) Road Clearance Period
18:00–18:30 daily
No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
(3) Nighttime Closure
18:30–06:30 the following day
The road is closed nightly.
Traffic Control Points:
West End: Tianxiang (167.7 km)
East End: East portal of Shakadang Tunnel and Taroko Entrance (184.5 km)
(4) Construction Control Sections
The following seven construction zones will follow the five scheduled traffic release periods or implement temporary traffic control depending on construction conditions:
170.5 km – Cimu Bridge
172.2 km – West Portal of Jiuqudong Tunnel
173.5 km – East Portal of Jiuqudong Tunnel
174.9 km – East Portal of Zhuilu Tunnel
175.5 km – West Portal of Jinheng Tunnel
179 km – Xipan Section
180.5 km – West End of Ning'an Bridge
During each scheduled traffic release period, the above construction zones will coordinate with one another. As a general principle, all vehicles that have arrived and are waiting at either end of a construction zone before the scheduled release will be allowed to pass through before construction traffic control resumes.
(5) Traffic Diversion
The section between Taroko Entrance and Changchun Tunnel continues to operate under traffic diversion measures.
Westbound (Taroko → Tianxiang):
Shakadang Tunnel (Taroko National Park Headquarters) → Xila'an Tunnel → Changchun Tunnel (Provincial Highway 8) → Tianxiang
Eastbound (Tianxiang → Taroko):
Provincial Highway 8 → Changchun Tunnel → Taroko Entrance
3. Other Temporary or Mobile Construction Areas
Other temporary or mobile construction works, such as asphalt pavement milling and resurfacing, will be scheduled in coordination with nearby construction zones and the traffic release periods at Guanyuan, Tianxiang, and Taroko Entrance.
To minimize impacts on road users, short-duration traffic controls may be implemented as needed, or separate traffic control measures will be announced in advance.
4. Adjusted Traffic Control Measures for the Mid-Autumn Festival Holiday
To meet increased transportation demand during the Mid-Autumn Festival long weekend, traffic control measures will be adjusted from September 25 (Friday) through September 28 (Monday), 2026, as follows:
(1) Guanyuan – Tianxiang
Provincial Highway 8 (114.6 km – 167.1 km)

Two-way traffic is permitted daily from 06:30 to 16:30.
2. Road Clearance Period:
16:30–18:00 daily
No vehicles may enter the controlled section. Vehicles already inside the section may exit only.

(2) Tianxiang – Taroko
Provincial Highway 8 (167.1 km – 184.5 km)
1. Traffic Opening Hours:
Two-way traffic is permitted daily from 06:30 to 18:00.
2. Road Clearance Period:
18:00–18:30 daily
No vehicles may enter the controlled section. Vehicles already inside the section may exit only.
3. Nighttime Closure:
18:30–06:30 the following day
The road is closed nightly.
4. Resumption of Regular Traffic Control:
Starting September 29 (Tuesday), 2026, the regular five scheduled traffic release periods will resume.
Travel Advisory
The Taroko Maintenance Office particularly reminds motorists traveling between Dayuling and Taroko Entrance (approximately 74 km) to plan their journeys carefully according to the traffic control schedule.
Eastbound (Dayuling → Taroko):
Drivers are advised to arrive at Tianxiang no later than 17:00 in order to catch the final traffic release period from 17:00 to 18:00 at Tianxiang.
Westbound (Taroko → Dayuling):
Drivers are advised to pass through the traffic control station at the east portal of Shakadang Tunnel by 15:00 to avoid being unable to pass the Guanyuan control point before the nighttime road closure at 18:30.
The eastern section of the Central Cross-Island Highway (Provincial Highway 8) continues to undergo emergency repair and reconstruction works for slopes, roadbeds, and pavement damaged by the earthquake and subsequent typhoons.
Traffic release periods may be delayed or cancelled due to adverse weather conditions or unexpected incidents. Motorists are advised to plan their journeys carefully and make contingency arrangements. Please monitor weather forecasts and the latest road traffic control and road accessibility information.

【Provincial Highway 14A】Central Cross-Island Highway Wushe Branch Line – Traffic Information
【Two-way Traffic Control from 0 km to 31 km + 350 m on Tai 14A Highway, Wushe to Mt. Hehuan Visitor Center — 2026 TIS Autumn Chongyue Cup Wuling Cycling Challenge】
On September 14, 2026, from 5:00 a.m. to 1:00 p.m., two-way traffic on Tai 14A Highway from 0 km to 31 km + 350 m, between Wushe and the Mt. Hehuan Visitor Center, will be subject to traffic control due to the 2026 TIS Autumn Chongyue Cup Wuling Cycling Challenge, organized by the Taoyuan City Triathlon Association.
During the event, please follow the traffic control measures and directions provided by on-site traffic control personnel. Please slow down, pay attention to road conditions, and drive with caution.
The Highway Bureau reminds road users traveling through the above-mentioned section to pay close attention to roadside variable message signs. The Traffic Control Center of the Central Region Branch will provide updates on traffic conditions and driving recommendations as necessary.

Provincial Highway 9 (Su-Hua Highway) Construction and Traffic Control Information
Road Opening / Construction and Traffic Control
1. Drainage Box Culvert and Road Improvement Project
Provincial Highway 9D, km 9+400 (Jiugongli Section)
From August 11 to October 31, 2026, daily from 8:00 a.m. to 5:00 p.m., single-lane two-way traffic will be subject to mobile traffic control.
2. Roadside Maintenance
Provincial Highway 9, km 113+600–123+500 (Dong'ao to Nan'ao Section)
From September 1 to September 14, 2026, daily from 8:00 a.m. to 5:00 p.m., traffic will be subject to mobile traffic control.
3. Slope Cutting and Grading Work
Provincial Highway 9, km 116+100 (Dong'ao Section)
From September 14 to September 30, 2026, daily from 9:00 a.m. to 5:00 p.m., traffic will be subject to mobile traffic control.
4. Steel Beam Transportation Operation for the Matai'an River Bridge Reconstruction Project
Provincial Highway 9, km 113+500–123+400 (Dong'ao to Nan'ao Section)
From August 21 to September 24, 2026, excluding the night of September 24, daily from 11:20 p.m. to 1:30 a.m. the following day.
At 11:20 p.m., the northbound lane will be closed. The traffic control points are located at km 123+400 and km 121+800.
From 11:30 p.m. to 12:20 a.m., the entire roadway will be closed.
The traffic control and reopening times will be adjusted as necessary depending on the time at which the vehicles arrive at the affected section.
The traffic control measures will also apply on weekends and holidays.
5. Pavement Resurfacing Work
Provincial Highway 9, km 123+630–124+289
On September 21, 2026, from 8:00 a.m. to 10:00 p.m., single-lane two-way traffic will be subject to mobile traffic control.
In case of rain, the work will be postponed.
6. Construction Traffic Control for the Su-Hua Highway Improvement Project
Provincial Highway 9, Heping to Heren Section
From 9:00 p.m. on September 14 to 6:00 a.m. the following day, the northbound lane will be closed.
From 9:00 p.m. on September 15 to 6:00 a.m. the following day, the southbound lane will be closed.
7. Tunnel Lighting System Maintenance
Provincial Highway 9D, km 60+316–61+156 (Heping Tunnel)
From August 24 to September 23, 2026, daily from 8:00 p.m. to 5:00 a.m. the following day, single-lane two-way traffic will be implemented under traffic control.
8. Slope Cutting and Grading Work
Provincial Highway 9D, km 61+200–61+550 (Heping Section)
From September 10 to October 7, 2026, daily from 8:00 a.m. to 5:00 p.m., single-lane two-way traffic will be implemented under mobile traffic control.
In addition, depending on construction requirements, the roadway may be closed in both directions depending on actual on-site conditions.
9. Construction Traffic Control for the Su-Hua Highway Improvement Project
Provincial Highway 9, Heren to Daqingshui Section
On September 16, 2026, from 9:00 a.m. to 5:00 p.m., single-lane closure and traffic control will be implemented, with two-way traffic taking turns to pass through the affected section.
10. Steel Beam Transportation Operation for the Matai'an River Bridge Reconstruction Project
Provincial Highway 9, km 154+700–165+700 (Heren to Chongde Section)
From August 21 to September 24, 2026, excluding the night of September 24, daily from 11:20 p.m. to 1:30 a.m. the following day.
At 12:30 a.m., the northbound lane will be closed. The traffic control point is located at km 165+700.
From 12:50 a.m. to 1:30 a.m., the entire roadway will be closed.
The traffic control and reopening times will be adjusted as necessary depending on the time at which the vehicles arrive at the affected section.
The traffic control measures will also apply on weekends and holidays.
11. Daqingshui Shed Tunnel Reconstruction Project
Provincial Highway 9, km 159+400 (Daqingshui Shed Tunnel)
From September 1 to September 30, 2026, daily from 8:00 a.m. to 5:00 p.m., single-lane two-way traffic will be implemented under mobile traffic control.
Depending on actual on-site work conditions, the roadway may be closed in both directions. Each closure will last approximately 30 minutes.
Reminder
Mountain roads are vulnerable to rockfalls due to the effects of earthquakes. In the event of heavy rainfall or prolonged periods of rain, road conditions may be difficult to predict.
Unless absolutely necessary, please avoid entering mountain roads in disaster-affected areas after a disaster.
Please pay close attention to weather information and the latest road access and traffic control information. Plan your journey in advance and make appropriate contingency arrangements.
