Partially Open (Night time road closure)

Traffic Control Measures for the Eastern Section of the Central Cross-Island Highway (Provincial Highway 8) (Dayuling–Taroko) for July 2026 

Since the April 3, 2024 earthquake, the Taroko Maintenance Office of the Eastern Region Branch, Highway Bureau, has been working to balance road restoration progress with the transportation needs of local industries and road users. Therefore, the office invites representatives from residents of the Greater Tinaxiang area, industry associations, businesses, relevant agencies, and civil engineering (geotechnical) consultants familiar with the Central Cross-Island Highway to discuss and formulate monthly traffic control measures for the following month.
After discussion on June 24, 2026, the traffic control measures for July 2026 are as follows:

1. Guanyuan to Tinaxiang (Provincial Highway 8, 114.6 km–167.1 km)
(1) Open to traffic:
Two-way traffic is allowed daily from 06:30 to 16:30.
(Control points: West end at the Guanyuan Hehuan Police Station in front of 114.6 km; east end at the west side of Tinaxiang at 167.1 km.)

(2) Road clearance period:
Daily 16:30–18:00: Entry is prohibited (vehicles inside the controlled section may exit only).

(3) Night closure:
Daily 18:00–06:30 the following day: Road closed at night.

(4) Construction control sections:
At 112.6 km, 116.5 km (Guanyuan section) and 123.7 km (Bilu Sacred Tree section), traffic will generally be released once every hour, with adjustments coordinated according to westbound traffic from the Tinaxiang side to minimize waiting time.

2. Tinaxiang to Taroko Entrance (Provincial Highway 8, 167.7 km–184.5 km)

(1) Open to traffic:
Five scheduled releases are implemented daily from 06:30 to 18:00:
•    06:30–08:00 
•    10:00–10:05 
•    12:00–13:00 
•    15:00–15:05 
•    17:00–18:00 
(Control points: West end at the west side of the Lushui Hydrological Bridge at 169.5 km; east end at the east entrance of Shakadang Tunnel.)

(2) Road clearance period:
Daily 18:00–18:30: Entry is prohibited (vehicles inside the controlled section may exit only).

(3) Night closure:
Daily 18:30–06:30 the following day: Road closed at night.

(4) Construction control sections:
1.    Six construction zones:
•    172.2 km (west entrance of Jiuqudong Tunnel) 
•    173.5 km (east entrance of Jiuqudong Tunnel) 
•   174.9 km (east entrance of Zhuilu Tunnel) 
•   175.5 km (west entrance of Jinheng Tunnel) 
•    179 km (Xipan section) 
•    180.5 km (west side of Ning'an Bridge) 
These sections will follow the five scheduled release times between Tinaxiang and Taroko Entrance, or implement temporary traffic control depending on construction conditions.
2.    During release periods, adjacent construction zones will coordinate with each other. The principle is to allow all vehicles waiting at both ends of the work zones before each release period to pass through first, then resume construction traffic control.

(5) Detour section:

The section from Taroko Entrance to Changchun Tunnel continues to adopt one-way diversion measures:
1.    Westbound (Taroko → Tinaxiang):
Taroko N. P. HQ Shakadang Tunnel → Xilagan Tunnel → Changchun Tunnel on Provincial Highway 8 → Tinaxiang 
2.    Eastbound (Tinaxiang → Taroko):
Provincial Highway 8 → Changchun Tunnel → Taroko Entrance

3. Other Temporary or Mobile Construction Zones
Temporary or mobile construction works (such as asphalt pavement milling and resurfacing projects) will consider nearby construction zones and the scheduled traffic release times at Guanyuan, Tinaxiang, and Taroko Entrance.
To minimize impacts, short-term traffic controls may be implemented as needed, or separate traffic control announcements will be issued.

In addition, the Taroko Maintenance Office of the Eastern Region Branch, Highway Bureau, reminds drivers traveling the Dayuling–Taroko Entrance section (approximately 74 km in total):
•    Eastbound (Dayuling → Taroko):
Drivers are advised to arrive at Tinaxiang no later than 17:00 to avoid missing the final traffic release period from 17:00–18:00. 
•    Westbound (Taroko → Dayuling):
Drivers are advised to pass the Taroko N. P. HQ Shakadang Tunnel east entrance control point by 15:00 to avoid being unable to pass the Guanyuan control point before the 18:00 night closure.

The eastern section of Provincial Highway 8 (Central Cross-Island Highway) has been affected by earthquake and typhoon damage. Numerous slope stabilization, roadbed, and pavement restoration projects are still ongoing.
Traffic release schedules may be delayed or cancelled due to weather conditions or unexpected situations.
Road users are advised to plan trips carefully, prepare alternative arrangements, and pay attention to weather conditions and road control information.

The Highway Bureau advises motorists traveling on the aforementioned road sections to remain attentive to changeful message signs (CMS) along the roadside. Provincial Highway 9 (Su-hua Highway) Traffic Control Information

1. Utility Relocation and Box Culvert Installation

Provincial Highway 9D, km 8.135–8.140 (Jiugongli Section)

July 7–31, daily 8:00 a.m.–5:00 p.m.

Single-lane alternating traffic under traffic control.

2. Slope Anchor Inspection, Monitoring, and Safety Assessment

Provincial Highway 9D, km 10.180–10.220 (near Wuyanjiao Scenic Lookout Rest Area)

July 13–31, daily 8:00 a.m.–5:00 p.m.

Vehicles will be released for 10 minutes at the beginning of every hour. Motorcycles are exempt from traffic control.

3. Concrete Barrier Installation

Provincial Highway 9, km 117.600 (Xinao Tunnel Equipment Room)

June 9–August 14 (including weekends)

The work zone will occupy part of the roadway. Please slow down and proceed with caution.

4. Slope Protection Project

Provincial Highway 9, km 120.700 (Nan'ao Section)

July 21–August 17, daily 8:00 a.m.–5:00 p.m.

Traffic will be subject to intermittent traffic control.

5. Slope Scaling and Rockfall Protection Net Installation

Provincial Highway 9D, km 37.600–37.800 (Guanyin Section)

June 24–July 31, daily 8:00 a.m.–5:00 p.m.

Vehicles will be released for 10 minutes at the beginning of every hour.

6. Tunnel Lighting System Maintenance

Provincial Highway 9, km 159.280–159.890 (Tunnel No. 13)

July 27–28, daily 8:00 p.m.–5:00 a.m. (next day)

Traffic will be subject to intermittent traffic control.

Reminder

Mountain roads remain vulnerable to rockfalls due to earthquake damage. During periods of heavy or prolonged rainfall, road conditions may deteriorate rapidly and become difficult to predict. Unless absolutely necessary, please avoid traveling on mountain roads after severe weather. Travelers are advised to monitor weather forecasts and the latest road conditions, plan ahead, and prepare alternative travel arrangements.
