Traffic Control Measures for April 2026 

Eastern Section of Provincial Highway 8 (Central Cross-Island Highway) 
(Dayuling to Taroko)

 
Following the April 3, 2024 earthquake, the Taroko Section of the Eastern Region Branch, Directorate General of Highways, has been holding monthly coordination meetings with local residents of the Tianxiang area, community groups, enterprises, relevant agencies, and geotechnical/civil engineering consultants familiar with the Central Cross-Island Highway. These meetings aim to balance road rehabilitation progress with local transportation and industry needs.

Based on the meeting held on March 30, 2026, the traffic control measures for April 2026 are as follows: 
1. Guanyuan to Tianxiang (114.6 km –167.3 km)
(1) General Access Control 
After morning inspections and rockmfall clearance, the road will generally be open 07:00–16:30.
From 16:30–18:00, gates at 114.6 km (Guanyuan Police Station) and 167.1 km (west end of Tianxiang) will be closed: 
→ Exit only, no entry allowed.
From 18:00–07:00 (next day): Night time closure.
(2) Construction Traffic Control Points
117.4 km (Guanyuan section):
Release times:
07:00–08:00, 10:00, 12:00–13:00, 15:00, 16:30 (5 releases daily)

153.8 km (near Luoshao): → Released at half past each hour

 
145.3 km & 157.7 km:→ Rolling traffic control
2. Tianxiang to Taroko Entrance (167.7 km – 184.5 km)
(1) General Access Control
To coordinate with the opening of the Lushui Recreation Area:
Control point moved to 169.5 km
(west of Shuiwen Bridge, Lushui) during the day
Release times:
07:00–08:00, 10:00–10:05, 12:00–13:00, 15:00–15:05, 17:00–17:30
At 17:00, control returns to 167.7 km (Tianxiang)
From 17:30–18:00:
Gates at 167.7 km and east entrance of Shakadang Tunnel closed
→ Exit only
From 18:00–07:00 (next day): Night time closure
(2) Construction Sections (Coordinated Control)
At the following locations:
172.2 km, 173.5 km, 174.9 km, 175.5 km, 180.5 km → Traffic follows the same 5 release periods or rolling control
→ Vehicles waiting before release will be cleared through both directions 
(3) Traffic Diversion (Taroko Entrance – Changchun Tunnel) 
Westbound (Taroko → Tianxiang):
Shakadang Tunnel → Xila’an Tunnel → Changchun Tunnel → Tianxiang
Eastbound (Tianxiang → Taroko):
Provincial Highway 8 → Changchun Tunnel → Taroko Entrance
3. Other Temporary Work Zones
Short-term or mobile construction (e.g., asphalt resurfacing) will adopt rolling or short-duration traffic control, or separate announcements as needed.

Important Travel Advice
Total length: approx. 74 km (Dayuling to Taroko)
Eastbound (Dayuling → Taroko):
Arrive at Tianxiang before 17:00 to catch final release
(17:00–17:30)
Westbound (Taroko → Dayuling):
Pass Shakadang control point before 15:00

Reminder
Due to ongoing earthquake and typhoon recovery works, slope stabilization and road repairs are still in progress.
Traffic releases may be delayed or canceled depending on weather or emergencies.

Provincial Highway 14A (Mt. Hehua Areas)

Official Notice from the Directorate General of Highways, Ministry of Transportation and Communications

Subject: Traffic Control Measures for the 2026 Mt. Hehuan Rhododendron Season
Legal Basis: Article 5 of the Road Traffic Management and Penalty Act

Details:

1. Purpose:
To ensure traffic safety and maintain smooth traffic flow during the Rhododendron season in the Mt. Hehuan area.

2. Control Period:
From April 11 to June 14, 2026, on designated holidays (including weekends and the Labor Day holiday), for a total of 21 days, from 6:00 AM to 11:00 AM each day.
The control period may be advanced, postponed, or canceled depending on actual bloom conditions, subject to the decision of the competent authority.

3. Control Section:
Provincial Highway 14A, from 18 km (Cuifeng) to 41.5 km (Dayuling).

4. Traffic Control Measures:
High-occupancy vehicle (HOV) control and traffic flow regulation will be implemented as follows:

(1) Control Points:

West: 18 km (Cuifeng Control Station)
East: 41.5 km (Dayuling), intersection with Provincial Highway 8 (110 km)

(2) HOV Regulation:
Passenger cars with three or more occupants are allowed to pass.
Shuttle buses and Class-B large buses are exempt from this restriction.

(3) Traffic Flow Control:
Activated by the Hualien County Police Bureau (Xincheng Precinct, Hehuan Police Station) depending on traffic conditions.
When implemented, 20 vehicles will be released every 10 minutes.

(4) Restrictions:
During control hours, large trucks and passenger cars with fewer than three occupants are prohibited.
Motorcycles and slow vehicles (including scooters) are not restricted.

5. Special Conditions:
Traffic control measures will not be implemented in the event of severe weather or when the Central Cross-Island Highway temporary access road is closed.

6. Amendments:
This notice may be revised at any time if necessary.

Reminder to Road Users

Mountain weather conditions are harsh and can change rapidly and unpredictably. Traffic control measures may be adjusted dynamically based on on-site conditions.

In addition, according to the 2026 Hehuanshan snow season regulations:
When snowfall, snow accumulation, or road icing occurs, Class-A and Class-B large buses, trucks over 3.5 tons, and all types of motorcycles and slow vehicles (including heavy motorcycles) are prohibited from entering the controlled section.

Drivers are advised to pay close attention to roadside variable message signs (VMS). The Traffic Control Center will provide real-time traffic updates and travel advice.

Traffic Control & Construction Notice: Su-hua Highway (Provincial Highway 9 & 9D)

1. Suhua Improvement Road (Su'ao to Dong’ao)

Time: April 20, 21:00 – April 21, 06:00.

Restriction: Southbound lanes closed. Please detour via Provincial Highway 9D.

2. Guardrail Painting (114K – 124K, Dong’ao to Nan’ao)

Time: March 23 – April 1, Daily 08:00 – 17:00.

Restriction: Intermittent traffic control.

3. Slope Scaling Work (116K+900, Dong’ao)

Time: April 7 – April 10, Daily 09:00 – 17:00.

Restriction: Intermittent traffic control.

4. Taipower Construction in Xin’ao Tunnel (117K+500 – 118K+900)

Time: April 1, 09:00 – 15:00.

Notice: No tunnel lighting during work. Please turn on headlights and drive with caution.

5. Suhua Improvement Road (Nan’ao to Heping)

Time: April 13 – 14, 21:00 – 06:00 (Next Day): Southbound closed.

Time: April 15 – 16, 21:00 – 06:00 (Next Day): Northbound closed.

Detour: Please use Provincial Highway 9D.

6. Slope Protection (51K+800, Hanben Road, Highway 9D)

Time: April 1 – May 11, Daily 08:00 – 17:00.

Restriction: Intermittent traffic control.

7. Zhongren Tunnel Maintenance (148K+840 – 154K+149)

Time: April 8, 21:00 – 06:00 (Next Day): Northbound tunnel closed.

Time: April 9, 21:00 – 06:00 (Next Day): Southbound tunnel closed.

Detour: Please follow instructions and use Provincial Highway 9D.

8. Daqingshui Gallery Reconstruction (159K+400)

Time: February 2 – May 5, 07:00 – 18:00.

Restriction: Single-lane alternating traffic control.

9. Upper Slope Construction (162K+800, Huide Tunnel South Entrance)

Time: March 23 – April 30, Daily 08:00 – 17:00.

Restriction: Traffic released every 30 minutes.

⚠️ Safety Warning: Due to recent earthquakes, mountain roads are prone to rockfalls. Please avoid entering mountain areas during or after heavy rain. Use the "Happiness Highway APP" or listen to traffic radio for real-time updates.
