Traffic Control Measures for the Eastern Section of Provincial Highway 8 (Central Cross-Island Highway) – March 2026

(Dayuling to Taroko)

Since the April 3, 2024 earthquake, the Taroko Works Section under the Eastern Region Branch, Highway Bureau, has convened monthly meetings with residents of the Greater Tianxiang area, community organizations, enterprises, relevant agencies, and geotechnical engineering consultants familiar with the Central Cross-Island Highway. These meetings aim to balance post-disaster reconstruction progress with local transportation and industrial needs.

Following the meeting held on February 26, traffic control measures for March 2026 are as follows:

I. Guanyuan to Tianxiang (114.6 km – 167.3 km)
(1) General Opening Hours

After morning road inspection and rockfall clearance, and once safe passage is confirmed, the section will generally be open daily from 07:00 to 16:30.

From 16:30 to 18:00, the control gates at 114.6 km (Guanyuan – in front of Hehuan Police Station) and 167.1 km (west end of Tianxiang) will be closed. Vehicles will be allowed to exit only (no entry).

From 18:00 to 07:00 the following day, the road will be closed at night.

(2) Construction Traffic Control

At 117.4 km (Guanyuan section), one construction zone is in operation. Traffic release is scheduled five times daily in principle:

07:00–08:00

10:00 (one release)

12:00–13:00

15:00 (one release)

16:30

II. Tianxiang to Taroko Entrance (167.7 km – 184.5 km)
(1) Daytime Traffic Release Arrangement

In coordination with the reopening of the Lushui Recreation Area by Taroko National Park Headquarters on February 1, 2026:

After morning inspection and confirmation of safe passage, traffic control during the daytime (07:00–17:30) will shift from the Tianxiang East control station (167.7 km) to the west side of Shuiwen Bridge at Lushui (169.5 km).

Five daily traffic releases will be conducted:

07:00–08:00

10:00–10:05

12:00–13:00

15:00–15:05

17:00–17:30

At 17:00, the control station will return to Tianxiang (167.7 km).
From 17:30 to 18:00, control gates at 167.7 km (Tianxiang East) and the east entrance of Shakadang Tunnel will be closed. Vehicles may exit only (no entry).

From 18:00 to 07:00 the following day, the road will be closed at night.

(2) Construction Zones with Rolling Control

Construction sites are located at:
155.8 km (Xuejiachang),
157.7 km (Huoran Pavilion),
160.1 km (Xibao section),
172.2 km (west portal of Jiuqudong Tunnel),
173.5 km (east portal of Jiuqudong Tunnel),
174.9 km (east portal of Zhuilu Tunnel),
175.5 km (west portal of Jin-Heng Tunnel),
180.5 km (west end of Ning’an Bridge).

These sections will follow the five daily release times of the Tianxiang–Taroko segment, with rolling (mobile) traffic control.

Additionally, at 153.8 km (Luoshao section), traffic will be released once every hour at the 30-minute mark (e.g., 10:30–10:40). Vehicles waiting at both ends before each release will be allowed to pass entirely before traffic control resumes.

(3) Traffic Diversion: Taroko Entrance to Changchun Tunnel

This section remains separated for directional traffic:

Westbound (Taroko → Tianxiang):
Shakadang Tunnel → Xila’an Tunnel → Changchun Tunnel → Tianxiang

Eastbound (Tianxiang → Taroko):
Provincial Highway 8 → Changchun Tunnel → Taroko Entrance

III. Other Temporary or Mobile Construction Zones

Short-term rolling traffic control may be implemented (e.g., asphalt pavement milling and resurfacing), coordinated with nearby construction zones and scheduled release times, or announced separately as needed.

Important Reminder

For travelers passing through the entire Dayuling–Taroko section (approx. 74 km):

Eastbound (Dayuling → Taroko):
It is recommended to arrive at Tianxiang no later than 17:00 to avoid missing the final 17:00–17:30 release window.

Westbound (Taroko → Dayuling):
It is recommended to pass the Shakadang Tunnel East Entrance control station by 15:00 to avoid being unable to pass Guanyuan before the 18:00 night closure.

Due to ongoing slope stabilization, roadbed, and pavement restoration works following earthquake and typhoon damage, traffic releases may be delayed or canceled due to weather or unforeseen circumstances.

Travelers are advised to plan ahead, monitor weather forecasts and road information, and check the Highway Bureau Real-Time Provincial Highway Information website or download the “Happy Highway” App for the latest updates.

Provincial Highway 14A (Wushe Branch) Road Information - Mt. Hehuan Area

Reminder to Road Users:
Mountain weather conditions are severe and can change rapidly and unpredictably. Traffic control sections will be adjusted flexibly depending on actual on-site conditions.

In accordance with the 2026 Hehuanshan Snow Season regulations:
When snowfall, accumulated snow, or icy road conditions occur, Class A and Class B large buses, trucks over 3.5 tons (both large and small), and all types of motorcycles (including heavy motorcycles) are prohibited from entering the controlled sections.

Drivers traveling through the above-mentioned sections are advised to pay close attention to the roadside Variable Message Signs (VMS). The Traffic Control Center of this Branch will provide real-time traffic updates and driving recommendations.

Important Reminder

Mountain roads affected by the earthquake remain prone to rockfalls. During heavy rain or continuous rainfall, road conditions may become unpredictable. Unless necessary, please avoid entering mountain roads after disasters.

Drivers are advised to monitor weather forecasts and road condition updates, plan their trips in advance, and prepare contingency measures.
