Traffic Control Measures for February 2026 on Provincial Highways 8, 14A, and 9

Traffic Control Measures for Provincial Highway 8 (Central Cross-Island Highway – Eastern Section: Dayuling to Taroko) – February 2026

Following the April 3, 2024 earthquake, the Taroko Section of the Eastern Region Maintenance Branch, Highway Bureau, has been carrying out emergency repair and reconstruction works on Provincial Highway 8. In order to balance road restoration progress with local transportation and industrial needs, meetings are convened in the latter half of each month with residents of the Greater Tianxiang area, community groups, businesses, relevant agencies, and civil (geotechnical) engineering consultants familiar with the Central Cross-Island Highway to jointly discuss traffic control measures for the following month.

Based on the meeting held on January 15, 2026, the traffic control measures for February 2026, including regular weekdays and the Lunar New Year holiday period, are as follows:

I. Adjusted Traffic Control Measures for Regular Days in February 2026
(1) Guanyuan to Tianxiang

(Provincial Highway 8, km 114.6 – km 167.1)

After morning road inspections and rockfall clearance, and once safe passage is confirmed, the road will generally be open to traffic from 07:00 to 16:30.
From 16:30 to 18:00, the control gates at km 114.6 (in front of Guanyuan Hehuan Police Station) and km 167.1 (western end of Tianxiang) will be closed. During this period, traffic is outbound only, with no entry permitted.
From 18:00 to 07:00 the following day, the road section between Guanyuan and Tianxiang will be fully closed at night.

Construction-related traffic control is in place at km 117.4 (Guanyuan section). Passage is scheduled five times daily, generally at:

07:00–08:00
10:00
12:00–13:00
15:00
16:30

(2) Tianxiang to Taroko Entrance

(Provincial Highway 8, km 167.7 – km 184.5)

In coordination with the Taroko National Park Headquarters reopening the Lüshui Recreation Area on February 1, 2026, the daytime control station at Tianxiang East End (km 167.7) will be relocated, after morning inspections and rockfall clearance, to the west side of Lüshui Hydrological Bridge (km 169.5).
Daytime release periods will remain five times daily, as follows:

07:00–08:00

10:00–10:05

12:00–13:00

15:00–15:05

17:00–17:30

At 17:00, the control station will return to Tianxiang (km 167.7). From 17:30 to 18:00, control gates at km 167.7 (Tianxiang East End) and the east entrance of Shakadang Tunnel will be closed, allowing outbound traffic only.
From 18:00 to 07:00 the following day, the Tianxiang–Taroko section will be fully closed at night.

Traffic at the following work zones will be managed in coordination with the Tianxiang–Taroko release schedule, generally adopting mobile traffic control with five release periods:

km 155.8 (Xuejiachang)

km 157.6 (Huoran Pavilion)

km 172.3 (West Entrance of Jiuqudong Tunnel)

km 173.5 (East Entrance of Jiuqudong Tunnel)

km 174.8 (East Entrance of Zhuilu Tunnel)

km 176.8 (West Entrance of Jinhen Tunnel)

km 180.5 (West End of Ning'an Bridge)

Vehicles waiting at both ends prior to each release will be allowed to pass before traffic control resumes.

Between the Taroko Entrance and Changchun Tunnel, traffic will remain diverted as follows:

Westbound (Taroko → Tianxiang): Shakadang Tunnel → Xila'an Tunnel → Changchun Tunnel → Tianxiang

Eastbound (Tianxiang → Taroko): Provincial Highway 8 → Changchun Tunnel → Taroko Entrance

(3) Other Temporary or Mobile Work Zones

For temporary or mobile construction (e.g., asphalt pavement milling and resurfacing), traffic control will be implemented flexibly or announced separately, with efforts made to minimize impacts.

Important Reminder:
For motorists traveling the Dayuling–Taroko Entrance section (approximately 74 km):

Eastbound travelers (Dayuling → Taroko) are advised to arrive at Tianxiang by 17:00 to avoid missing the final release period (17:00–17:30).

Westbound travelers (Taroko → Dayuling) are advised to pass the Shakadang Tunnel east entrance control station by 15:00 to ensure reaching Guanyuan before the 18:00 night closure.

II. Adjusted Traffic Control Measures for the Lunar New Year Holiday

(February 14–22, 2026)

(1) Guanyuan to Tianxiang

(km 114.6 – km 167.1)

Open: 07:00–16:30 (Traffic released in both directions)

Clearance: 16:30–18:00 (outbound only)

Closed: 18:00–07:00 (night closure)

(2) Tianxiang to Taroko Entrance

(km 167.1 – km 184.5; control station relocated from km 167.7 to km 169.5 Lüshui)

Release Schedule

Eastbound (Tianxiang → Taroko):
07:00–08:30 (Traffic released in both directions), 10:00–10:30, 12:00–12:30, 14:00–14:30, 16:00–16:30, 17:00–17:30 (Traffic released in both directions)

Westbound (Taroko → Tianxiang):
07:00–08:30 (Traffic released in both directions), 09:00–09:30, 11:00–11:30, 13:00–13:30, 15:00–15:30, 17:00–17:30 (Traffic released in both directions)

Clearance Period:
A 30-minute clearance period follows each release between 07:00 and 18:00.

Night Closure:
18:00–07:00 the following day.

During the 228 Peace Memorial Day holiday (February 27 – March 1), regular weekday control measures will apply, with no construction along the route.

Due to ongoing earthquake- and typhoon-related repairs along Provincial Highway 8, release schedules may be delayed or canceled due to weather or unforeseen conditions. Motorists are advised to plan ahead, stay informed of weather and traffic updates, and make use of the Highway Bureau’s real-time information services via the Provincial Highway Intelligent Information Network or the “Happiness Highway App.”

Provincial Highway 14A (Mt. Hehuan Area)

During the snow season (January–February), please pay attention to accumulated snow conditions in the Mt. Hehuan area, as well as nighttime road closure notices.
•    Affected section: Provincial Highway 14A (km 18, Cuifeng – km 41.5, Dayuling)
•    Typical closure: Roads are usually closed at 5:00 PM. Reopening at 7:00 AM the next day depends on snow accumulation and conditions. Vehicles may be required to install snow chains before proceeding.

Provincial Highway 14A (Mt. Hehuan Area)

Provincial Highway 14A –Cuifeng Section Traffic Control Notice
At the Cuifeng section (km 18+500) of Provincial Highway 14A, erosion protection improvement work using ground anchors will be carried out across all lanes.
From 8:00 a.m. to 6:00 p.m. on February 2, 2026, traffic control will be implemented at the Cuifeng section (km 18+500) of Provincial Highway 14A in both directions. During the construction period, single-lane alternating traffic control will be in effect.
Motorists are advised to pay attention to road conditions and drive with caution.

Key Points of Road Traffic Control During the Hehuanshan (Mt. Hehuan) Snow Season

(Year 2026) **
I. Purpose

To maintain traffic safety and smooth flow in the Hehuanshan (Mt. Hehuan) area during the snow season.

To prevent traffic accidents and unexpected incidents and to ensure travel safety.

II. Implementation Period

The following periods are tentatively scheduled and may be advanced, postponed, or canceled depending on actual snow conditions, as determined by the competent authority.

Overall Period:
From January 1 to March 1, 2026, totaling 60 days.

Peak Control Periods:
(1) Lunar New Year Holiday: A total of 9 consecutive days
(February 14–22: Lunar New Year’s Eve through the 6th day of the Lunar New Year)

(2) Weekends and Public Holidays:
January 1 (New Year’s Day)
January 3–4
January 10–11
January 17–18
January 24–25
January 31–February 1
February 7–8
February 27–March 1

III. Controlled Road Sections

Provincial Highway 14A:
Dayuling to Hehuanshan (Mt. Hehuan) Visitor Service Center
Cuifeng to Hehuanshan (Mt. Hehuan) Visitor Service Center

IV. Traffic Management and Control Measures

During the control period, traffic guidance and restrictions will be implemented based on real-time traffic and parking conditions along the controlled sections.

During the snow season:

When snowfall or snow accumulation occurs, traffic control measures will be implemented.

When there is no snowfall or snow accumulation, traffic guidance measures will be applied.

During traffic guidance periods, vehicle access between Dayuling and the Hehuanshan (Mt. Hehuan) Visitor Service Center, as well as sections above Cuifeng, will be flexibly permitted based on parking availability and congestion conditions at Yuanfeng, Wuling, Kunyang, and Xiaofengkou.

During the snow season, when snowfall, snow accumulation, or icy road conditions occur, traffic control will follow announcements issued by the highway authority.

All vehicles, except official vehicles and snowplows, are prohibited from entering the controlled sections.

During emergency snow removal operations, the affected road sections will be fully closed.

After snow removal is completed, vehicles equipped with snow chains may be allowed to pass depending on snow and road conditions.

All motorcycles and slow-moving vehicles (including large heavy motorcycles) are strictly prohibited from entering the controlled sections.

When snowfall, snow accumulation, or icy road conditions occur, Class A and Class B buses and large or small trucks exceeding 3.5 metric tons are prohibited from entering the controlled sections.
When no snowfall occurs, flexible control will be implemented in accordance with current regulations.

During the snow season, when roads are snow-covered or icy, preventive night-time closures may be implemented from 18:00 to 07:00 the following day, depending on actual conditions.
If night-time closure is required due to snow accumulation, relevant information will be confirmed and announced by 15:00 on the same day.

On Provincial Highway 14A between Kunyang and the Hehuanshan (Mt. Hehuan) Visitor Service Center, parking on both sides of the road is strictly prohibited due to steep grades, sharp curves, and a high risk of icy pavement, in order to maintain traffic flow and safety.

Reminder to Road Users

Mountain weather conditions are severe and change rapidly and unpredictably. Traffic control measures will be adjusted dynamically based on on-site conditions.
According to the ROC Year 115 (2026) Hehuanshan (Mt. Hehuan) Snow Season Announcement, when snowfall, snow accumulation, or icy road conditions occur, Class A and B buses, trucks over 3.5 metric tons, and all motorcycles and slow-moving vehicles (including large heavy motorcycles) are prohibited from entering the controlled sections.

Motorists are advised to pay close attention to variable message signs (VMS) along the roadside.
The Traffic Control Center of the Central Region Maintenance Branch will continuously release traffic updates and provide travel advice.

Traffic Control Information for Provincial Highways 9 and 9D (Su-hua Area)

I. Provincial Highway 9D (km 2–km 16, Su’ao–Dong’ao Section):
Ditch and guardrail repair works.
From February 23 to March 20, daily from 8:00 AM to 5:00 PM. Rolling traffic control will be implemented.
II. Provincial Highway 9 (km 114–km 124, Dong’ao–Nan’ao Section):
Ditch and guardrail repair works.
From February 23 to March 20, daily from 8:00 AM to 5:00 PM. Rolling traffic control will be implemented.
III. Provincial Highway 9 (km 117+500–km 118+900, Xin’ao Tunnel southbound lane):
Tunnel drainage improvement project.
From January 1 to March 31. During construction, the southbound lane of Xin’ao Tunnel is closed. One lane of the northbound tunnel will be reassigned for southbound traffic.
IV. Provincial Highway 9D (km 38+000–km 38+600, Wuta Section):
Guardrail improvement works.
From February 2 to March 31, daily from 8:00 AM to 5:00 PM. One lane open to two-way traffic under rolling control.
V. Provincial Highway 9D (km 42+600–km 43+100, Guanyin Section):
Guardrail improvement works.
From February 2 to March 31, daily from 8:00 AM to 5:00 PM. One lane open to two-way traffic under rolling control.
VI. Provincial Highway 9 (km 159+400, Daqingshui Tunnel):
Tunnel reconstruction project.
From February 2 to May 5, 7:00 AM to 6:00 PM. One lane open to two-way traffic under rolling control.
VII. Provincial Highway 9 (km 161+300–km 162+750, Huid Tunnel):
Tunnel side ditch drainage improvement works.
Construction until 5:00 PM on March 31. Traffic control implemented 24 hours a day during construction.
