Traffic Control Measures for January on the Eastern Section of the Central Cross-Island Highway (Provincial Highway 8: Dayuling–Taroko)

 

Following the April 3, 2024 earthquake, the Taroko Work Section the Eastern Region Branch, Highway Bureau, MOTC, has been coordinating emergency repairs and reconstruction while also considering local transportation and regional economic needs.

Since the disaster, coordination meetings have been held in the latter part of each month, inviting residents of the Greater Tianxiang area, community groups, enterprises, relevant agencies, and civil/geotechnical engineering consultants familiar with the Central Cross-Island Highway to jointly discuss traffic control measures for the following month.

 

After discussion at the meeting held on December 26, the traffic control measures for January 2026 have been determined as follows:

 

I. Guanyuan to Tianxiang (Provincial Highway 8, 114.6 km–167.3 km)

 

Daily road inspection and rockfall clearance will be conducted in the morning. Once conditions are confirmed safe for travel, the road will generally be open from 07:00 to 16:30.

From 16:30 to 18:00, the control gates at 114.6 km (in front of Guanyuan Hehuan Police Station) and 167.1 km (western end of Tianxiang) will be closed, prohibiting vehicle entry (exit only, no entry between Guanyuan and Tianxiang).

From 18:00 to 07:00 the following day, the road will be fully closed at night (Guanyuan–Tianxiang section closed).

 

Construction-related traffic control between Guanyuan and Tianxiang includes one work zone at 117.4 km (Guanyuan section).

Passage will generally be released five times daily at:

 

07:00–08:00

10:00

12:00–13:00

15:00

16:30

II. Tianxiang to Taroko Entrance (Provincial Highway 8, 167.7 km–184.5 km)

After daily morning inspections and rockfall clearance, and once conditions are confirmed safe, traffic will be released five times daily between 07:00 and 17:30, at:

07:00–08:00

10:00–10:05

12:00–13:00

15:00–15:05

17:00–17:30

 

From 17:30 to 18:00, control gates at 167.7 km (eastern end of Tianxiang) and the eastern entrance of the Shakadang Tunnel (Taroko N. P. HQ) will be closed, prohibiting vehicle entry (exit only, no entry between Tianxiang and Taroko).

From 18:00 to 07:00 the following day, the road will be fully closed at night (Tianxiang–Taroko section closed).

 

At the following locations—155.8 km (Xuejiachang), 157.6 km (Huoran Pavilion), 172.3 km (west entrance of Jiuqudong Tunnel), 173.5 km (east entrance of Jiuqudong Tunnel), 174.8 km (east entrance of Zhuilu Tunnel), 176.8 km (west entrance of Jinheng Tunnel), and 180.5 km (west end of Ning’an Bridge)—traffic control will correspond to the five daily release periods between Tianxiang and the Taroko Entrance.

Traffic will be managed dynamically. During each release period, all vehicles waiting at both ends of each work zone prior to the release will be allowed to pass before traffic control resumes.

 

Between the Taroko Entrance and Changchun Tunnel, traffic will continue to be diverted as follows:

 

Westbound (Taroko → Tianxiang):

Shakadang Tunnel → Xila’an Tunnel → Changchun Tunnel (Provincial Highway 8) → Tianxiang

 

Eastbound (Tianxiang → Taroko):

Provincial Highway 8 → Changchun Tunnel → Taroko Entrance

 

III. Other Temporary or Mobile Work Zones

 

Temporary or mobile construction (such as asphalt pavement milling and resurfacing) will be coordinated with nearby work zones and the scheduled release times at Guanyuan, Tianxiang, or the Taroko Entrance.

Under the principle of minimizing traffic impact, short-term dynamic traffic control will be implemented, or separate announcements will be issued as necessary.

 

Important Reminder

 

For motorists traveling the Dayuling–Taroko Entrance section (approximately 74 km):

 

Eastbound (Dayuling → Taroko): It is recommended to arrive at Tianxiang no later than 17:00, to avoid missing the final release period from 17:00 to 17:30.

 

Westbound (Taroko → Dayuling): It is recommended to pass the control station at the eastern entrance of the Shakadang Tunnel by 15:00, to ensure clearing the Guanyuan control point before the 18:00 night closure.

 

Due to ongoing earthquake- and typhoon-related repairs to slopes, roadbeds, and pavements, release times may be delayed or canceled because of weather conditions or unforeseen circumstances.

Motorists are advised to plan ahead, stay flexible, and monitor weather forecasts and traffic updates.

Provincial Highway 14A (Mt. Hehuan Area)

 

Key Points of Road Traffic Control During the Hehuanshan (Mt. Hehuan) Snow Season

 

(Year 2026) **

I. Purpose

To maintain traffic safety and smooth flow in the Hehuanshan (Mt. Hehuan) area during the snow season.

To prevent traffic accidents and unexpected incidents and to ensure travel safety.

 

II. Implementation Period

 

The following periods are tentatively scheduled and may be advanced, postponed, or canceled depending on actual snow conditions, as determined by the competent authority.

 

Overall Period:

From January 1 to March 1, 2026, totaling 60 days.

Peak Control Periods:

(1) Lunar New Year Holiday: A total of 9 consecutive days

(February 14–22: Lunar New Year’s Eve through the 6th day of the Lunar New Year)

 

(2) Weekends and Public Holidays:

January 1 (New Year’s Day)

January 3–4

January 10–11

January 17–18

January 24–25

January 31–February 1

February 7–8

February 27–March 1

 

III. Controlled Road Sections

Provincial Highway 14A:

Dayuling to Hehuanshan (Mt. Hehuan) Visitor Service Center

Cuifeng to Hehuanshan (Mt. Hehuan) Visitor Service Center

 

IV. Traffic Management and Control Measures

During the control period, traffic guidance and restrictions will be implemented based on real-time traffic and parking conditions along the controlled sections.

 

During the snow season:

When snowfall or snow accumulation occurs, traffic control measures will be implemented.

When there is no snowfall or snow accumulation, traffic guidance measures will be applied.

During traffic guidance periods, vehicle access between Dayuling and the Hehuanshan (Mt. Hehuan) Visitor Service Center, as well as sections above Cuifeng, will be flexibly permitted based on parking availability and congestion conditions at Yuanfeng, Wuling, Kunyang, and Xiaofengkou.

During the snow season, when snowfall, snow accumulation, or icy road conditions occur, traffic control will follow announcements issued by the highway authority.

All vehicles, except official vehicles and snowplows, are prohibited from entering the controlled sections.

During emergency snow removal operations, the affected road sections will be fully closed.

After snow removal is completed, vehicles equipped with snow chains may be allowed to pass depending on snow and road conditions.

All motorcycles and slow-moving vehicles (including large heavy motorcycles) are strictly prohibited from entering the controlled sections.

When snowfall, snow accumulation, or icy road conditions occur, Class A and Class B buses and large or small trucks exceeding 3.5 metric tons are prohibited from entering the controlled sections.

When no snowfall occurs, flexible control will be implemented in accordance with current regulations.

 

During the snow season, when roads are snow-covered or icy, preventive night-time closures may be implemented from 18:00 to 07:00 the following day, depending on actual conditions.

If night-time closure is required due to snow accumulation, relevant information will be confirmed and announced by 15:00 on the same day.

 

On Provincial Highway 14A between Kunyang and the Hehuanshan (Mt. Hehuan) Visitor Service Center, parking on both sides of the road is strictly prohibited due to steep grades, sharp curves, and a high risk of icy pavement, in order to maintain traffic flow and safety.

 

Reminder to Road Users

 

Mountain weather conditions are severe and change rapidly and unpredictably. Traffic control measures will be adjusted dynamically based on on-site conditions.

According to the ROC Year 115 (2026) Hehuanshan (Mt. Hehuan) Snow Season Announcement, when snowfall, snow accumulation, or icy road conditions occur, Class A and B buses, trucks over 3.5 metric tons, and all motorcycles and slow-moving vehicles (including large heavy motorcycles) are prohibited from entering the controlled sections.

 

Motorists are advised to pay close attention to variable message signs (VMS) along the roadside.

The Traffic Control Center of the Central Region Maintenance Branch will continuously release traffic updates and provide travel advice.

Road Open/ Road Repair Construction Traffic Control

Provincial Highway 9 & 9D (Su-hua Highway)

Traffic Control for Bridge Inspection and Maintenance on Provincial Highway 9 (Dehui Bridge at km 165+300), January 19–22, 2026

To ensure road user safety, bridge inspection and maintenance works will be carried out on Dehui Bridge at km 165+300 on Provincial Highway 9. The works will be conducted in two phases as follows:

January 19–20, 2026, daily from 9:00 a.m. to 4:00 p.m.
The northbound lane will be closed, with single-lane, two-way traffic under mobile traffic control.

January 21–22, 2026, daily from 9:00 a.m. to 4:00 p.m.
The southbound lane will be closed, with single-lane, two-way traffic under mobile traffic control.

Motorists are requested to follow the instructions of on-site traffic personnel. We apologize for any inconvenience caused.

Traffic Control for Tunnel Electrical and Mechanical Maintenance on Suhua Highway Improvement Project (Guanyin and Gufeng Tunnels), January 26–28, 2026

The Jinyue Work Section, Eastern Region Maintenance Branch, Highway Bureau, will conduct electrical and mechanical maintenance works in the Guanyin and Gufeng Tunnels (km 129–142) on Provincial Highway 9 (Suhua Highway Improvement Project).

From January 26 to 28, 2026, daily from 9:00 a.m. to 6:00 p.m., southbound lanes of Guanyin Tunnel and Gufeng Tunnel will be subject to single-side lane control (not full closure; the other lane will remain open to traffic).

Please follow lane control signals (LCS) and instructions from on-site traffic personnel.

Full Closure of Zhongren Tunnel (Southbound) on Suhua Highway Improvement Project, January 27–29, 2026

The Jinyue Work Section will carry out fire pipeline and electrical/mechanical installation works in the Zhongren Tunnel (km 148–154), southbound lane, on Provincial Highway 9.

From January 27 to 29, 2026, daily from 8:00 a.m. to 5:00 p.m., the Zhongren Tunnel southbound lane will be fully closed.
Southbound traffic will be detoured via Provincial Highway 9D, in accordance with instructions from on-site traffic personnel.
