Permit Application for the Use of and Filming/Photography from Unmanned Aerial Vehicles within the Park Premises

1. As per Section 8 of Article 13 in the Regulations of the National Parks of Taiwan that describe the prohibited activities within Taroko National Park, Point 6 states that flying unmanned aerial vehicles (UAVs) within the areas designated by Taroko National Park are allowed subject to successfully obtaining a permit. Operation of unmanned aerial vehicles is prohibited outside these areas within Taroko National Park.
2. Any legal person or persons (i.e. individuals, groups, organizations, government agencies, hereafter referred to as the applicant or applicants) who intend to shoot photography and/or film using an UAV within the Taroko National Park (hereafter referred to as “the Park”) domain must submit a permit application to the Park Headquarters 60 days to 7 days before the date of operation. If the Area of Operation are Common Application Locations for Aerial Photography, the application is not required to be submitted 7 days before the date of operation.
3. Should use online application system to submit a permit application. The maximum period of operation granted for a single application is for 30 days; please consider factoring in weather factors and other extenuating circumstances when providing the intended operation period. Please attach relevant supporting official documents should the applicant require an extension to their operation period or if a period of you require longer than 30 days of operation, because of official commission, research or monitoring.
4. Applicants flying UAVs must comply with the Civil Aviation Law of Taiwan (Republic of China) and all other relevant laws and regulations. Please pay attention to the UAV’s location, altitude, velocity, and speed of winds. Take special care when flying in areas where wind patterns GPS signals, and communication are unstable. Please respect the Park’s ecology and the safety of tourists, and do not engage in any racing or reckless behavior. Please do not operate UAVs on narrow sections of trail or road (e.g. on suspension bridges and between 2.5 km and 3.1 km of Zhuilu Old Road, Tunnel of Nine Turns, Buluowan Suspension Bridge). The UAV operator is responsible for any injuries and any damage to property (whether personal or that owned by the Park) caused by the operation of the UAV.
5. If the application is successful, please have on hand the approved permit and all relevant documents (including those of other relevant authorities) during the period of filming for on-site inspection by Park staff.
6. After all operations (photography, filming or otherwise) have been completed, please restore the operation site(s) to their original state and remove any rubbish from the Park.
7. In order to maintain the ecological integrity of the Park, applicants are requested to be familiar with and abide by the National Park Law and the Regulations (prohibited activities) enforced within the Park domain. If the applicant wishes to enter the Ecological Protection Area or any other restricted areas of the Park, you will need to apply for a Park Entry Permit with the Park Headquarters. If the area of operation overlaps with any Restricted Mountain Areas, the applicant will need to apply for a Mountain Entry Permit with the National Police Agency. All Park Entry and Mountain Entry Permits must be successfully processed before entering the aforementioned areas.
8. All roads, scenic spots, and trails within the Park domain may be closed due to extreme weather (e.g. typhoons, landslides) or other temporary control work. Please check the status of all roads and trails provided on our homepage before entering the Park. If the operation location is closed for any reason during the approved operation period, the closure announcement always takes precedence over permissions approved in the permit during the conflicting period. If the approved operation location is subject to additional regulation, please comply with the controls put in place and cooperate with on-site personnel. The additional regulations always take precedence over the permissions approved in the permit during the conflicting period.
9. If the location of operation reaches or falls outside the Park jurisdiction, please contact the relevant authorities. Similarly, please contact the corresponding authorities if the location of operation involves other government agencies, residential areas, or business operators within the Park jurisdiction, and comply with any additional imposed regulations.
10. If any of the above provisions are violated, the applicant will be unable to apply for a permit to use a UAV for a period of 2 years, and the violations will be investigated and dealt with according to the law. If facilities, the environmental landscape, or natural resources are damaged, the applicant shall be liable for compensation.
11. In cases the operation period is unpredictable or immediate, as sometimes required by news media. Or in cases disaster rescue or emergency situation, as sometimes required by government and their contractors. Provision 2 may be waived and the issue shall be handled by registration. Provision 2 holds for all other circumstances.

Prohibited Activities Regulations in the Domain of Taroko National Park

1. Any display, sale, transport, or collection of animals, plants, ores, and their specimens or derived products which are illegally hunted or collected is prohibited.
2. Shotguns, cables, nets, clips, cages, batteries, poison, and other hunting equipment capable of capturing, hunting, harming, or poisoning wildlife are prohibited from entering the National Park.
3. Peddling, the erection of stalls, or the engagement in performance activities without permission or authorization is prohibited.
4. Earth filling, land leveling, or dumping of soil and rocks is prohibited.
5. Establishment of votive offering facilities or graves, posting of advertisements and mobile advertisements, hanging or placement of trail markings, or other facilities that disturb the landscape is prohibited.
6. Creating a disturbance, lighting campfires, cooking, barbecuing, grass boarding, swimming, river tracing, rock climbing, camping, erecting tents, playing or using speakers, operating remote-controlled machinery, and other similar activities are prohibited outside of designated areas.
7. Littering plastic bottles, polystyrene, other plastic or metal products, food waste, and other objects and trash not compostable or biodegradable is prohibited.
8. Lighting firecrackers, fireworks, joss paper, and other objects which could disturb public safety is prohibited.
9. Careless parking which could disrupt traffic within the National Park is prohibited.
10. Destruction of public property and facilities is prohibited.
11. Feeding wildlife or releasing, abandoning animals is prohibited.
12. Entry into areas publically prohibited from entry or entry into Zhuilu Old Road without prior permission is prohibited.
13. It is prohibited to bring pets into the Ecological Protection Area, the Historical Preservation Area, or the Special Landscape Area (with the exception of along the highway).
14. Changing and altering authorized routes, itinerary, and campgrounds upon entering the Ecological Protection Area is prohibited with the exception of emergency evacuation.
15. Entry into closed trails within the National Park, or straying from routes of open trails, is prohibited.
16. Establishment of memorial plaques or other monumental facilities without authorization is prohibited.
17. Political activities and actions with the potential to cause social disputes or conflict are prohibited.
